If it still doesn't, deleting your cache folder in My Games\Sid Meier's Civilization 5 will force the game to redownload all your currently subscribed mods (this does not affect your saves). If it doesn't, you can try restarting the game application. This will automatically download the mod into your Documents\My Games\Sid Meier's Civilization 5\MODS folder.

Select the green Subscribe button at the top of the page.

Wait for the "Configuring Game Data." popup to complete.

Click the enable button on the mods you'd like to activate.

Load the game application and select the mods screen.

The starting civics really encourage you to find better ways to govern, the government ones in particular.This is a general guide for installing my mods, if you need it. Any civ you have open borders with (unlocked with writing) gives you a 50% discount on techs they have unlocked that you don’t.

Your workers can do nothing until you research some techs.

The early government civics are punishing and you have an oppressively low happiness cap starting out.

The barbarians are out of hand (Raging Barbarians++) and you need a plan for turns past 50.

Research is based on % of commerce directed from budget.

Many of the “standard” Civ 4 elements are still in play: The Realism Invictus mod (RI for now on) changes gameplay enough from Civ 4 to warrant an explanation for Civ 4 veterans and Civ 4 itself is far enough from Civ 5 that those players really need an explanation.

Since I have today off, I’ve decided to post the story of my latest game (first Monarch difficulty game). It has insane depth, a tough but fair set of rules, and when it comes down to it feels like “gamey” than either Civ 4 or 5 base. Realism Invictus is a mod for Civ 4 that has become the only Civ I have any interest in playing.
